In its project management group, RCI employs a diverse group of managers from several sectors of the oil and gas industry including construction companies, fabricators, engineering firms and oil and gas companies. With varied backgrounds, they form a cohesive team that brings benefit to every project RCI manages. From facilities engineers, construction barge superintendents, fabrication yard managers, electrical engineers and diving superintendents, we have the expert you need to take your project from concept to operating facility.

RCI’s dedicated management team is on site — either in our Houston headquarters or one of our Louisiana offices — to ensure our managers have the tools and support they need to focus on your project and deliver the results you require.

Brant LeBlanc
Founder & Chief Executive Officer / Senior Consulting Manager

Thirty-three (33) years experience working on oil and gas facility construction projects and in the engineering project management consulting field. Served as field engineer, project engineer, project manager and estimator on numerous offshore marine construction projects in the Gulf of Mexico, Southeast Asia and India. Client representative and consultant to various oil and gas companies managing all aspects of the design, fabrication, installation and start-up of offshore platforms, facilities and pipelines. Past employers include Offshore Pipelines International and J. Ray McDermott. BS degree in engineering from Texas A&M University.

Todd Guidry
Vice President – Operations / Senior Consulting Manager

Thirty-three (33) years engineering experience in the design and construction of domestic and international offshore oil and gas facilities as well as steel and concrete structures. Currently managing offshore structural, facilities and pipeline projects. Major projects include Morpeth, Williams GA A-244 “A”, and El Paso Grand Isle 30 “A”. Past employment with J. Ray McDermott involving structural design and marine operations. BS degree in Civil Engineering from Texas A&M University, MS degree in Civil Engineering from Texas A&M University.

Steve Moorhead
Vice President, Corporate Planning and Business Development

Thirty (30) years’ experience in the field of business development in the energy industry. Currently leading RCI’s management team in the development of long-term strategic planning and identification of opportunities, to influence business growth and profitability. Additionally, managing company efforts and personnel involved with marketing RCI services and business units to the upstream, midstream, and downstream markets. Responsible for client scouting and recruiting, management of RCI sales representatives, both domestically and internationally, along with establishing financial and administrative procedures for RCI’s business development team. Services covered – Project Management & Inspection, Maverick Welder & Materials Testing, RCI Tank Cleaning Solutions, and RCI I&E Services.

Alistair Hill
Corporate HSEQ Manager

Forty-four (44) years’ experience in all facets of HSE, audits, and compliance, which has spanned many different environments and locations, with both onshore and offshore facilities, as well as with marine vessels, drilling rigs, barges, AHTS, and FSU support craft. From working in multiple countries, Alistair has a sound understanding of the regional petrochemical and oil and gas industries and how proper HSE management can positively impact these areas. Alistair is very versatile – operating in a management position in the office or onsite with boots on the ground evaluating issues in the field and devising safety solutions that can be immediately implemented. As RCI’s Corporate HSE Manager, Alistair is responsible for further developing and implementing additional organizational safety programs, reviewing, and updating corporate and client HSE policies, conducting audits and risk assessments to detect potential hazards and plan precautionary measures / action plans, as well as leading company, client, and project specific HSE efforts.

Jeff Barcelona
Onshore Services Manager

Thirty-two (32) years experience in maintenance management at various owner sites utilizing a number of computerized maintenance management systems. Eleven (11) years with RCI in the position of major projects manager, overseeing high-value, large-scale projects for a wide variety of RCI clients. Currently manages all field staff including construction managers, inspection, HSE and project support staff assigned to onshore work locations. Works closely with RCI project managers and engineers as well as with RCI client management to ensure we are effectively managing our clients’ projects. Extensive background in the field of rotating equipment. Recognized for management of job sites achieving numerous safety-related awards including the Award of Commendation from the National Safety Council for over 1,000,000 work-hours without occupational lost time, injury or illness.

Brent Landry
Offshore Services Manager

Forty-six (46) years of experience in the production, construction, installation of jackets, decks, piping, production modules and all other components related to offshore oil and gas facility projects in the Gulf of Mexico. Currently manages all field staff including construction managers, inspection, HSE and project support staff assigned to offshore work locations. Works closely with RCI project managers and engineers as well as with RCI client management to ensure we are effectively managing our clients’ projects. Duties include project involvement with project managers to ensure all details of the work are properly defined and clarified with the field personnel, coordination of training field personnel, and assembly of final project data.
